But look at the price point. The chips I mentioned are priced around $125 retail. The X3 in the article you mentioned is closer to $200 retail. More than 50% more expensive for less than 15% increase in clock speed.

So the question is for someone currently purchasing around the $125 CPU price point are they better off with the X2 at 3GHz or the X3 at 2.1GHz given that the X2 does not have L3 and the X3 has 2MB of L3?

... the Phenom X3 8750 has a TPD of 95W compared to the 65W of the E8400. Now let´s try a nice little "performance per watt" calculation...
