In China, anything is possible. They could order all people out of the city, all businesses closed, outlaw diesel generators, outlaw passenger vehicles on the road, and shut down polluting industry to the west.

They have no problem doing all of these if necessary. The people in China are used to these types of things. I remember being there once when Bush visited for the AIPEC meetings. They shut down the city of Shanghai to anyone who didn't live there, and asked all businesses to close for 5-days. They asked everyone to get out of town. Shortly after my plane landed, all airspace was closed so Bush could land without being hassled. They closed off the airspace for something like 3-hours to give them a big window of safety.

I also had to wait while his motocade passed another time there.

That week was a pretty interesting time.
