and refineries..but its easier to build ships and refineries in the short run than algores 10 year plan that involves gas prices in the $7-$8 range which is a depression causer imho.

Excuse me, but lots of rigs and drill ships are being built right now. The articles you've posted on this all indicate the current shortage will last a couple or 3 years which is not that long. If we began leasing new acreage next year it might be that long before drilling targets were identified. So the current tight rig market isn't a serious long-term barrier to new drilling.

Drill rigs and ships are equipment the world knows how to build more of and because of high rig rental rates thats happening.
