>> Do they have lots of water down there? <<

The site is in an industrial park in Benwood, West Virginia on the banks of the Ohio river near Wheeling, W.V. see map at:
maps.yahoo.com
The plant will include a barge landing for shipping product.
The Ohio is quite large there and water supply should not be a problem.

>> Are these strip mines in West Virginia? <<

The coal will come from CONSOL's Shoemaker Mine. CONSOL
describes it thus:
Shoemaker Mine is located near Wheeling, WV, and produces coal from the Pittsburgh 8 Seam using one longwall system and three continuous mining machines. Coal is transported to the surface by a conveyor belt and underground track locomotives to a preparation plant.

That's an underground mine. But even if it wasn't, surface mines with funded reclamation plans are acceptable in West Virginia.

Just out of curiosity, where is 'here'?
