Which they did. Remove the price controls, and you get an end to the extraordinarily long lines.

Edit - To be fair to Carter he didn't initiate the energy price controls, they went back to Nixon, who had general wage and price controls for a time, and kept the energy price controls after the more general controls where lifted. Carter just continued the policy he didn't create it.
