Injecting race into the discussion is wrong. However, there is no need to single out "these people" for trying to make hay using scare tactics. That would be like people saying that Rush Limbaugh and other talk show personalities making hay (a lot of it) by using scare tactics. They get to further their agenda and also make a lot of money. A lot of people would be offended.
