Maybe Rangle -D-, and Stevens -R- can talk to Jefferson D-LA (and Pelosi) to see how and why he is still in the US House of Representatives to this day....

Maybe Jefferson convinced the people of LA that it's normal to put 100k in the freezer in frozen food cartons, and have videos of you collecting the money in the first place, but the rest of the US, at least most of the Republicans, are not buying it....
