What keep populations in line are not Congresses. Neither rule of the law. Once people understand that, they can see "behind the scenes”. There's no Mafia business operating behind the scenes neither in Argentina nor in Brazil. In all countries -Argentina and Brazil are not exception to the rule- there are competing oligarchies that share the spoils while keep the masses on a leash. If a Mafia rises and threaten their existence or hit them on their pockets, the existing oligarchies react. Mafia's are dealt ruthlessly. The Mafia can be tolerated only as mechanism to advance the case of the oligarchies. Far East Yakuza and Triads are such cases. If the Mafias hurt the chickens that are giving the eggs to the oligarchies, they will be dealt with too. The police exist to beat the poor, explore the middle classes and protect the rich people. They don’t exist to deal away with Mafias. The real world is much more interesting than the world the populaces take for real.

One overlooked mechanism countries use to keep populaces in line is the control of information via popular press. It works by plating slowly and steady on the minds of the populace the seed that "we are different" "we are special" A Canadian thinks himself as unique. So does a German Australian, Chinese or Brazilian. They don’t know they are made to think like that by a national state. Language, postal stamps, faces in money, fairy tales a.k.a as history, crooks dressed up as national heroes... That gives the populace the character of purported individuality. Austrians think they are not like the Germans. I told the Canadians they are the US backyard and Toronto is the washed face of a New York City. Not denigrating the Canadians, only giving them the exactly and naked truth. If you watch the news on any country there is always a disaster elsewhere. Like Jean Paul Sartre wrote: "the devil is the others" Nigerians publish the news about Chad, Cameroon and Benin. While the exact disasters are right in front of their yes. Perhaps today, in the papers there are some disasters happening in China that the only the Taiwanese are aware of. The US came to be what it is because the internal propaganda is the strongest in the world because they have Hollywood. Hollywood is stronger than the Koran to plant ideas on the minds of people.
