The idea is to take electricity from solar cell arrays that isn't being used and storing it. Wind, too, although that isn't mentioned. "But I can remember waking up years ago to bold headlines in the Dallas Times Herald that nuclear fusion would be solving all our energy problems by now. You know how that turned out." Fusion has been "20 years out" for longer than you have been reading.
