Voluntarily joined condo associations aren't government. You can choose not to join any particular association, and if it becomes too onerous, you can move. Also they don't put people in prison, or take a large fraction of your paycheck.

I don't want to get into a semantics argument with you (we've been there and done that), but a condo or homeowners association IS government. They have the power to pass 'legislation', they have the power to punish if you don't adhere to their legislation, they have the power to tax, they have their own little 'constitution'.

As far as 'voluntary', you are also free to leave the country if you find the rules, or taxes, too onerous.
