China's economy is a bubble based on low energy prices and few requirements to labor market and pollution. It is not sustainable, and when removing these outsourcing incentives, much of Chinas economy faces extinction.

I think they have kept the bubble going for the same reason that Bush keeps his bubbles going. They don't have the political courage to fix it.

However, once China starts to fix its problems, my guess is that they will become a source of innovation for simple and cheap environmental and energy solutions.
