Why do they have to know exactly when OCS oil will hit the market but they don't need to know when the alternative energy research will produce fruit?

We know how to produce oil. We don't know how to produce electric cars that will go 400 miles on a charge and can be recharged in minutes. When are we going to get that?

Do you think no money s/b invested in electric vehicles unless we get a guarantee on when the payoff will come?
