What education spending cutbacks? Your post acknowledges that education spending has been going up.

It may have gone up last year if it wasn't vetoed by Bush. I would have to check. However, for most of this decade educational spending by the feds was static or declining. At current levels, poor school systems most dependent on fed spending are starving.
