Because the political process dictates otherwise, whether its special interest influencing the government (including but not limited to the special interests within or connected to the government, such as politicians that want more power, organizations that want to be bigger, and government employee unions that want more members), a more general desire to have the government do something, or a bit of both. There is also the equal and opposite pressure to reward contractors that support politicians by out sourcing things that shouldn't be out sourced. Some functions have moved from government to government contractors, but that doesn't suggest "If a service can be provided better and cheaper by the private sector, it generally moves there." But it does. Also even government contracting isn't moving the activity totally to the private sector. Yeah, so?
