I guess if you seize their property, freeze their assets, and keep them confined until you have every last penny above their one billion, you could make it work.

Only problem is that it would be a one-time thing. Rich people would then move out in droves. Think about it. If you set the precedent of seizing all wealth above $1 billion, what's to stop anyone from lowering the threshold to, say, $100 million? Or $10 million?

Then there would be the question of taking over The Gates Foundation, for instance, since we all know that's just one huge tax shelter for Bill Gates' billions.
