Rice later claimed that no one could have anticipated that terrorists would use airplanes as weapons. That turned out to be a lie.

The Bush administration's pre 9/11 intelligence and anti-terrorism efforts were fully focused on the so-called 'state sponsored' terrorist threats, as they saw them from an ideological point of view - the so-called 'Axis of Evil'. That focus - and lack of focus on the real threat - left us completely open to attack.

If, as some claim, Bush's post 9/11 anti terrorism security measures have prevented an attack, why didn't he impose even a fraction of these policies when presented with the 'Bin Laden Determined to Attack Within US' report? Because it did not fit the neocon agenda.
