nope, same thing...

The utilities are guaranteed a certain return. Here they just raise the rates, minimums and fees if you conserve.

That's why selling power back to them MAY be a mixed bag.

We've been on water restrictions for over a year. So everyone learned to cut back. Oops, loss of revenue. So what did they do? Raise the rates!.

So much for them doing their part for conservation.
