I would NOT argue that the pressure on government to cut costs is at least as great as it is in the private sector.

Government programs are notoriously hard to kill. The appeal of government employment is job security. People get a job and can stay in it till retirement. Its hard to fire people. In the private sector, I've seen and experienced shutdowns of non-profitable operations, shrinkage of staff - employee reductions programs - a whole string of those. This is common in private industry - not common in government.
