Opinion stated as fact.

So its not much evidence for the idea of government limiting itself to just doing what it does best, or what can't be done privately.

Never said it limits itself to what can't been done privately. But in general if it can get a lower bid in the private sector for the same function with the same quality they will go for it. Even some toll roads are going private.
