You have to change your driving habits. With hybrids you don't. Maybe a little, the cars are not available yet. In the evolution we are just starting on hybrids, we still have to move to plug in hybrids, and then to full electric. By the time we get there who knows.... they may get more range than IC. And then you also have to change your spending habits... they will cost a lot less per mile. So there will be balancing benefits even if we were to freeze the technology improvement.
