tim please take into consideration that for the times the cost was huge.

you are making the most basic mistake of historical perspective by applying todays standards to bygone eras.

try approaching the situation from the perspective of people actually living back then.

yes ,the programs were small compared to todays but try telling that to tax payers back then.

do you really think the idea of paying 7% as the top rate in 1915 was any less objectionable to those living then than it is for todays rich who paying what ever it is they happen to pay......if anything it was more objectionable!!!

put your self in their shoes.... such taxes were unconstitutional!!!!!
