In some places, that doesn't necessarily mean of the coast of CA, nor does it necessarily exclude CA.

If the lease was canceled by new policy/regulation/law, either directly, or effectively by not letting the companies extract oil from where there is a lease, than compensation might have to have been provided, but if that's the case it could have been.

I don't have solid evidence that this is the case, I'm only saying

1 - It could be true
and
2 - The statement you quote doesn't in any way imply that it isn't true, or even that its unlikely.

You might have other evidence for it not being true, but your put across your post as if was definitive and it wasn't anywhere close.
