No it wouldn't. You are taking the position that the only ones affected are the ones at 25% underinflation.

That isn't true.

Again, each pound of underinflation represents about 0.4% loss in gas mileage. Given the Edmunds sample, and again it is likely a population who pays attention to tire inflation, they averaged 2.24 PSI underinflation. That is, again, averaged over all the tires that were checked.

So, the reason you are about an order of magnitude off is all the effort you put in to artificially shrink the population.
