but seriously it hard to find an investment for such a large amount of money that wont distort the markets.

gold is perhaps the only thing.

you can stockpile it easily and it needs no management and has no voting rights and it does maintain, in the long term ,its value.

ps imho gov investments(ie Sovereign Funds)must be market neutral lest one created a defacto socialist state that "intervenes" to protect its investments.
