Speaking of rifts, South America and Africa separated a long time ago, and both have oil on their Atlantic Coast. I think they separated, and then the deposition occurred. Off of North Carolina, it appears the deposition happened while the separation was occurring.

With California, the San Andreas fault runs parallel to the coast, and there are some minor oil deposits near San Jose that used to be part of deposits in the LA Basin. So there could the equivalent to of LA or the Ventura anticline offshore.
