both wanted to join--georgia almost desparately and the US was pushing for it but the europeans didnt want to piss off the russians further so they caved. The Russians took it as a signal. Now of course if georgia was in NATO and the russians did this, collective self defense comes into play. We shouldnt have provoked the bear but once provoked we needed to try to deter the bear rather than give the wrong signal. Or was it the right signal that euros have no backbone.
