Auction the reserves to the highest bidder and retire some debt. Then we don't have to worry about bureaucrats doing their jobs. Fire them and save even more money.

The government might loose out on this specific form of income from oil, but overall they make more money from the oil than the oil companies who do the work.

Tax policy is typically crafted to encourage a certain behavior. I presume this is true of our oil tax structure. I'd be surprised (shocked) if politicians were overlooking revenue strictly because they forgot about it.
