Pretty much. He totally dismissed speculation and claimed it was all OPEC.

Now, it is all different.


Yeah that wouldn't fit with his new scheme, that Bush brought down gas prices with a miraculous decision to lift the drilling ban Daddy put in place.

What evidence is there that speculation played any significant role in the runup of prices? Even Greenspan, who has claimed speculation WAS a factor, ends up explaining it in terms of supply and demand.
