The price went up quite a lot (and more recently down a bit), a buffer would seem to indicate something that would work to keep the price more stable. In the context of oil it might mean supply that would be brought online quickly if the price spiked and then taken off the market when it drops. That buffer is smaller than it has been in previous years. The percentage of currently available, or rapidly available production, that isn't being used already is smaller.
