Nonsense.

If an oncologist determines that a particular course of treatment will best serve a patient's interests, in almost all cases that's what the patient will get. If the patient has no insurance and cannot afford a particular treatment, many oncologists will deliver the treatment OUT OF THEIR OWN POCKETS, and all sizable oncology clinics have personnel who will assist patients will qualifying for assistance such as Medicaid, clinical trials, drug company contributions, or whatever.

It is rare, if ever, that a patient's lack of finance causes the patient to receive a lesser course of treatment.
