There are some severe horror stories with leaky tanks that really do require expensive remediation. For example, we had a local case where the the homeowner poured paint thinner and other solvents into a home fuel tank that was leaking over a period of decades.

"Its called misallocation of resources."

One of the prices to be paid for long periods of prosperity. It used to be that we would have mild recessions that would correct these economic imbalances. Now no one wants to pay the political price that a recession causes.

Soros Fund Bought $811 Million Petrobras Stake in 2nd Quarter

Aug. 14 (Bloomberg) -- Soros Fund Management LLC, led by billionaire investor George Soros, bought an $811 million stake in Petroleo Brasileiro SA in the second quarter, making the Brazilian state-controlled oil company its largest holding.

As of June 30, the stake made up 22 percent of the 3.68 billion of stocks and American depositary receipts held by the fund, according to a filing with the U.S. Securities and Exchange Commission.
