This is so correct. It is, in effect, what he himself is advocating -- that the US will be subservient to the views of these other people -- he will seek their approvals.

We saw this kind of foreign policy in action during the Carter years. Disaster. Then, again, during the Clinton years (when Bin Laden was actually allowed to walk away multiple times because of Clinton's "fear" of foreign governments, when Saddam literally was allowed to pull the US around by its nose even as we maintained no-fly zones over their country, etc.). Disaster.

It just doesn't work. Historically, what has worked is the strength shown by Reagan and Kennedy (although Kennedy was strong in his handling of the Crisis, he DID cave in the end wrt to missiles in Europe).
