Well, it is how trains have operated for a long while. An IC engine is most efficient when it is running at a steady speed with a steady load. So this takes the best from both worlds. You run the IC engine at its most efficient. Plus, you get the efficiencies of an electric drive train with a simpler transmission, if you have one at all, and regenerative braking.
