I don't think you understand. I think the current bill would allow, not require, any state to allow drilling on the entire, legal OCS off their state. Make it a "states right" and also give Fed lease compensation.

Now you could probably eliminate the entire Pacific coast... not too many pols would endorse that. Maybe some of the Atlantic states would go along, maybe Florida would go along, but probably all with strict limitations.

So I think your drill everywhere or nothing demand is a fantasy.
