Taxes on a particular industry are part of the costs of that industry's doing business. Accordingly, they get built into the cost of the products and are paid by the consumers.

Exactly. Except excise taxes are like a retailer collecting a sales tax. They just collect it from the consumer and pass it to the government. They neither profit nor suffer except for the handling cost.
