First I heard of a "Gang of 10," but I think a comprehensive energy plan that includes both drilling and alternative energy is a great idea. It is... doesn't have a chance in hell until after the election.

The Gang of 10 drilling bill is sneaky, it lets the oil companies drill for oil, where there isn't any, and where most of it is, is off limits.
