I think the russians would be stupid to restart the cold war for these 20th century issues but they are the russians and their stupidity is legendary.

The news reported this morning that rice sponsored an agreement that allows the russians to stay . If true, what does that tell you clever bunch?

Possibly. That is what happens when diplomacy fails. We have spent a couple of decades working on that failure, and it has been especially bad these last few years.
