Russia had been putting the money into their military long before Reagan came into office. The reason was they still had the dream of being able to take Europe. If their interest was defense, the makeup of their forces would have been very different. Their forces were highly offensive, not defensive. They had way too many tanks and helicopters for a defensive force. Very little fixed artillery and bunkers, for example.
