"I asked how Gore or Kerry could have prevented this from happening, and all you tell me is how they would have at least seen this coming."

Try reading what I post instead of just scanning for gotchas. That isn't the only thing I said. The most important thing they would have done is recognize that once we started stuffing Russia's pockets with money, the game had changed. Someone with any brains would have taken notice when Russia started rolling the military equipment during their May Day Parade. In addition, I don't think they would have ignored the reports about how Russia is advancing their their military capability like their development of things like their supersonic torpedo. And they would have moved to engage Russia instead of trying to isolate it. Given that they likely wouldn't be distracted by "rogue states" and the terrorist, that is pretty certain.

Engaging Russia when things changed would have gone a long way to heading this off. Acting like Russia was still circling the drain like in the 1990s was exactly the wrong approach. Granted, it would have been better if the process had started in the 1990s. But, it was too much fun to kick them while they were down.

"Maybe they could have also told Putin, "Don't even try it, or we'll get angry and we'll send you a letter telling you how angry we are!""

And that is different from what we are doing now, exactly how?

You mean like how Bush did this week? He didn't send a letter but he was yelling into the mike real loud and the veins in his neck was sticking out. I bet Putin pissed his pants when he saw that clip of Bush.
