Actually, its probably in the nation's best interest that he stay out of the loop. Cheney too.

The Russians think he is out of the loop because he IS OUT OF THE LOOP. Everyone knows he goes to Crawford to binge drink. That's why he is so determined not to miss his vacation time.

Did you see how hung over he was when he made his brief statement from the ranch?
