Probably had Condi write up an analysis that came to that conclusion.

Because, you know, if the Russians hadn't done anything, everyone comes off as a genius and Bush is bold and decisive. If it didn't work out, well, they just deny it and do their best to sweep it under the carpet.

Which is what they are doing.

It was a huge gamble. It looks like the plan was to capture and close the tunnel through the mountains. That would have meant the Russians would have limits to what they could do. Like invade Georgia from the west. Since they went ahead and did that, depending on them not invading was a fool's gambit.
