This is not necessarily true, I had reason to be at a USCIS center recently and 95% of the immigrants waiting to be interviewed had the questions and answers sheets and were memorizing them. A search on Google brought 307,000 hits mostly services that for a small fee will provide you with the questions and answers and the USCIS actually gives the Q&A's on it's site also;

I'd guess many of them can repeat parrot fashion There are 50 States in the USA. 100 Senators etc but have little real understanding. Like I can order a drink in about 1/2 a dozen languages because I learn it the same way doesn't mean I'd understand much else.
