He's exactly on topic. Obama's bill repeals the previous bill calling for an inventory of the potential oil sites. What do you think the "3-D seismic or other high tech mapping" is for.

Murdock wasn't lying. You are still confused. (Being generous in saying that.) The "relevant excerpts from Obama's bill" that you posted aren't from Obama's bill at all! They're from current law enacted as part of the 2005 energy act:

"(2) use any available technology, except drilling, but including 3–D seismic technology to obtain accurate resource estimates; "

I repeat, this language is from the 2005 energy bill and is currently law. It is not from Obama's bill. The language above is part of the section of the 2005 energy bill legislation that Obama's bill would repeal!

I spelled this out for you. You should be able to understand it.

See the 42 USC 15912? There it is in the current law. And above there it is in Obama's bill - but there it is to be repealed.
