I can assure you that had Reagan been president when the situation first happened, it would not have persisted. Had it been me, I would have given them ten days before starting a military buildup followed absolute decimation of their infrastructure had it gone that far. I suspect Reagan would have done something along those lines.

There is no evidence that actually happened.

You don't know your bin Laden history.

Clinton missed bin laden in '96 when Sudan's intelligence agency offered to hand him over (just as it did Carlos the Jackal). The State Dept at the time described bin Laden as "the greatest single financier of terrorism in the world" -- and they were right. But Clinton refused to take him, saying they had nothing to indict him for. At the time, Khartoum even said they had plenty of evidence, and Clinton still refused to take him. Clinton later claimed this was the "biggest mistake of his presidency".

Later, in 2000, Mansoor Ijaz offered to arrange for the Taliban to hand over Bin Laden. Richard Clarke blew this one.

As to other blown opportunities -- there were multiple blown opportunities. The following article documents SOME:

In the Fall of 2000, Predators over Afghanistan spotted bin Laden at Tarnak Farm. According to Gary Schroen, the CIA station chief in Pakistan at the time, the WH required the CIA to capture, NOT kill, bin Laden.

I really recommend if you're going to make these claims that you get up to speed on what did and did not happen. And I would also recommend you discount anything Sandy Berger says. He is, after all, a known liar and theif.
