The problem is that Berger's story isn't consistent with the facts as they have been recounted by others.

Nobody was ever suggesting knocking out huge numbers of people that I'm aware of. But you make the call as to how much collateral damage you're willing to tolerate to get a bad person.

In the late 90s there were numerous opportunities -- I don't know if it was actually TEN, but there were numerous ones that were allowed to slip by.
