Bill and board, I have great news! I spoke to a friend of mine today at length. He just returned from 18 months in Baghdad. He reports we've won the war. His words, not mine.

Last year around this same time, they would get dozens of IUD alarms a day. Since Feb, he remembers two. He attributes quite a bit of the success to the surge and also to a program where we pay Sunni's for security in neighborhoods. They call them the 'Sons of Iraq'. For $300.00 a month they provide neighborhood security. Responsibility for the program is now being shifted to the Iraqi government. Apparently, $300.00 a month is a very good salary.

I've talked to a lot of people returning from Iraq over the years and this is the first time someone has used the statement "we've won". It was great to hear first hand.

He also told me the Iraqi people appreciate the Americans being there. Kids can play outside, and areas of Baghdad that no one would dare go since the 1970's, because of thugs and criminals, are safe to walk through.

I thought you would like to know.
