It isn't always racist. But I've never heard it not imply permanence -- it has nothing to with inexperience. It usually has to do with class, race, or social status. The term "station" equates roughly with the Indian concept of "caste."

And I have heard it historically be used in both a racist and a sexist manner, to be sure. I've also heard it in situations where, say, the antisocial math nerd has a crush on the head cheerleader. But it's always thought of as a permanent thing.
