You keep posting that 60% number, which I don't believe except in anecdotal cases. Do you have a source that shows a comprehensive cross section across the US for similar jobs, including upper level jobs? I assume you are talking about workers, not retirees.

I would believe that as pensions collapse around the US, the public sector will be the last to retreat, and hence will end up looking much better. The public sector does not have the merge-then-screw-the old workers path, nor bankruptcy and screw 'em path (yet...).
