Assuming he is talking about the Volt, no need for a tow truck as it is a hybrid with regular engine (4 cylinder I hear) too for "range extension". This is the basic idea of a Plug-In Hybrid Vehicle (PHEV).

Don't confuse with pure electric vehicles like from Tesla Motors that go much farther than 47 miles per charge, but have no "range extender".

Yes, the pure distance potential is greatly limited at this time, and I do not see any indication that a significant breakthrough is near.

Still, if electric becomes the path, local travel will be very possible. And some infrastructure, such as powerpoints at public parking spaces or office complexes, could be possible with a coded chip to allow the monthly bills to be sent to you.

All assuming electric is the path. I do not know the true path at the present time.

At least there is some thought in Detroit automotive as to what should be next, instead of harboring the belief that cheap dinosaur juice will forever be available to Americans.
