That has always seemed like a dumb concept. If, Russian is a good citizen, as Bush has always claimed, why do you need missiles in Poland? If Russia is a bad citizen, as the rest of us have known (holy crap, the former head of the KGB is the boss man now. How peaceful is that? We would never elect a guy who set up torture camps...er, skip that point) for a long time, then don't give them all the trade concessions and other junk that comes with looking just like us.
